The Outline Business Case (OBC) for Public Transport Reform, published in September 2009, considered the potential monetary and non-monetary benefits for the shortlisted options for reform, as well as the risks associated with each option.
The Review of the OBC, published in December 2010, updated the overall costs, benefits, assumptions, affordability and value for money of the preferred Agency model and reviewed and updated the key comparators of Translink efficiency from the original OBC exercise.
