The development of the BMTP has been guided by UK and Northern Ireland policy, including that set out in the 1998 NI Transport Policy Statement ‘Moving Forward’. This statement outlined a strategy for implementing the UK Government’s White Paper ‘A New Deal for Transport: Better for Everyone’ in the special context of Northern Ireland. This informed the NI-wide strategies set out in the Regional Development Strategy and the Regional Transportation Strategy.

The BMTP was also guided by a range of policy statements and higher-level strategies covering both transport and other policy areas such as land use, environment, social exclusion, economy, health and education.

The BMTP is integrated with the 2015 Development Plan for the BMA – the Belfast Metropolitan Area Plan (BMAP), with the plans being developed in parallel. Close liaison and joint working arrangements between the teams developing BMTP and BMAP have ensured that the plans are mutually supportive and that land use and transportation proposals and strategies are co-ordinated and integrated.
